Remove those two screws and push the pins through and the whole assembly will pop out allowing you to access the bulb by twisting the connection and pulling it out.

I replaced the outside lock and it was working fine put a new actuator in and put the panel back on and installed the inside door handle.
The switch may be stuck in a negative position just enough to keep the acuator from flipping the lock to an open position.
